Southeast Boise in the City's plan

The City of Boise's Blueprint Boise plan has a Southeast planning area. Its chapter (dated August 1, 2023) describes a wide range of land use and intensity, from urban in the northwest to low densities in the south. Neighborhoods range from older areas that have seen infill, to newer infill at Bown Crossing, to planned developments on the edge of the city such as Surprise Valley and Harris Ranch. The Boise Avenue corridor, parts of which follow the original Oregon Trail, runs through it.

In plain words: Southeast Boise isn't one kind of housing. Depending on the street, you may be looking at an older home, a newer infill home, or a home in a planned community with an HOA. For the City's own framing, see the Blueprint Boise Southeast chapter (PDF).

The East End and Warm Springs Avenue

The East End isn't part of the Southeast planning area. Blueprint Boise puts it in the North/East End planning area, alongside the North End. It gets its own section here because buyers often search for it together with Warm Springs and Southeast Boise.

The City lists both the East End and Warm Springs Avenue among Boise's ten designated historic districts, as residential districts. If a home sits inside one, the City says most exterior changes beyond standard maintenance need a Certificate of Appropriateness, which is the City's sign-off that the work fits the district. That covers additions, accessory buildings, and changes like siding and windows. A City decision matrix sets whether you need one and what level of review applies.

That doesn't mean you can't remodel. It means you should check before you write an offer that depends on a particular plan. Start with the City's historic districts and historic preservation pages. Looking at the North End too? North End Boise homes covers its historic districts and older-home questions.

Geothermal heat: a question to ask

Boise heats some buildings with naturally heated underground water. The City of Boise says the Boise Warm Springs Water District provides geothermal heating to homes and businesses in the East End. The City runs its own separate geothermal system, and the buildings it serves are mostly downtown and on the Boise State campus.

Don't assume any one house is connected. If geothermal heat matters to you:

  • Ask the seller whether the home is connected and for recent heating bills.
  • Contact the Boise Warm Springs Water District about service at that address.
  • Ask your inspector to look at the heating system as it actually is.

Barber Valley and Harris Ranch

Barber Valley sits in East Boise along the Boise River. It's where you'll find Marianne Williams Park, a 72-acre City park on the river (more on it below).

Harris Ranch, one of the planned developments the City names in the Southeast area, has its own guide: Boise foothills planned communities. To see what's listed there now, open Harris Ranch homes. If you're looking at any planned community, read the HOA documents first. Idaho HOA and new communities walks through what to look for.

River parks and the Greenbelt

These City parks all sit along the Boise River with Greenbelt access. Listed alphabetically:

  • Kristin Armstrong Municipal Park (500 S. Walnut St.): a shady 28-acre park on the river with reservable picnic areas, open play areas, bocce courts, a playground, and restrooms.
  • Marianne Williams Park (3451 E. Barber Valley Dr.): 72 acres in Barber Valley with two large ponds, paved walking paths, a gazebo, and a picnic shelter. Bikes aren't allowed in the park's interior, and pets aren't allowed under City code (service animals are welcome).
  • Warm Springs Park (250 S. Marden Ln.): a 19.4-acre community park with a pollinator garden and year-round restrooms.

The Boise River Greenbelt connects them. The City describes it as a 29-mile tree-lined pathway on both sides of the river, open sunrise to sunset.
