What "planned community" means here

A planned community is a neighborhood built from one master plan, usually with shared common areas and a homeowners association (HOA) that owns or maintains them. You pay dues, and you agree to the community's recorded rules, called CC&Rs (covenants, conditions, and restrictions). Idaho HOAs and new communities covers how that works in Idaho.

Columbia Village

The Columbia Village Owners Association describes Columbia Village as a community of over 1,800 homes in southeast Boise, surrounding the Simplot Sports Complex, with miles of walking and biking paths.

What the association lists for residents:

  • An exercise and weight room, plus an indoor racquetball court
  • Four swimming pools in the summer
  • A tennis court and a disc-golf course, both residents only
  • RV storage you can rent, residents only
  • The Pioneer Room, a meeting room with a full kitchen residents can rent for events

Parks and trails nearby: The City of Boise's Simplot Sports Complex is a 161-acre special-use area at 2401 E. Lake Forest Drive, with sports fields, an accessible playground, and seasonal off-leash dog hours. The association also points to the Basalt, Rim, and Oregon Trail routes managed by Ridge to Rivers, plus paths through the community's common areas.

Simplot Sports Complex hosts league play and tournaments, so if a home backs onto the fields, visit on a busy weekend to see how parking and activity feel to you.

Mayfield Springs (Elmore County)

Mayfield Springs is a planned community in the City of Boise, on the Elmore County side, not in Ada County. According to a 2023 Elmore County planning staff report, the county's Planning and Zoning Commission and Board of County Commissioners approved the Mayfield Springs Planned Community in 2022, and the first preliminary plat covers phases 1 through 10 of 19 planned phases.

Getting there: The same report says the site is reached by exiting Interstate 84 at Simco Road, heading north about a mile, then going west on Desert Wind Road.

What the county report says about services:

  • Roads inside the development, including Mayfield Springs Boulevard, are planned to be privately maintained.
  • The community is planned to have its own wastewater treatment facility and wells for drinking water.
  • The developer is required to set up a fire protection district, and county sheriff and emergency medical services are planned from a shared building on site.

Plans can change as phases move forward, so ask what's built today and what's still planned for the home you're looking at.

Check the address. Listings here may show a Boise mailing address. Mailing city and county aren't the same thing, so look the parcel up with Elmore County to confirm the county, taxing districts, and services before you write an offer. County-level items like the assessor record and property taxes run through Elmore County, and school assignment depends on the address.

Surprise Valley

The Surprise Valley HOA describes Surprise Valley as a southeast Boise community of 418 single-family homes and 70 condos. It's a group of smaller neighborhoods surrounded by 52 acres of common areas and parks, linked by walking and bike paths that include a stretch of the Boise River Greenbelt.

Where it sits: Per the HOA, bluffs border it to the south and the Barber Pool conservation area to the north. The east entrance is off Highway 21 just south of the Boise River (the HOA puts it three miles north of Micron Technology), and the west entrance is at Amity Road and S. Surprise Way.

What the HOA lists for residents:

  • The Farmhouse Community Center, which you can rent for events
  • Two pools plus a smaller wading pool in the summer
  • A fitness center in the Farmhouse's lower level
  • Tennis courts with pickleball
  • A community garden with irrigation, with rows assigned on request

The HOA bills dues quarterly and posts its governing documents, architectural guidelines, and pressurized-irrigation schedule on its site, so read those before you make an offer.
