Lewiston, Idaho homes: Normal Hill, the Orchards, and what to check

Lewiston listings often name a part of town: downtown by the rivers, Normal Hill just above, or the Orchards on the bench to the south. Two checks come up over and over. Who supplies the water, and does a heritage overlay cover the house?

Downtown, Normal Hill, and the Orchards

These are places you will see on listings. They are not a ranking.

Downtown sits near the Snake and Clearwater rivers. For a river-level address, look up the parcel and ask about flood zones the same way you would anywhere else. The county record is the start, not the river view.

Normal Hill is the residential area immediately above downtown. Older houses are common. The heritage overlay, below, is the local rule to ask about before you plan exterior work.

The Orchards is the bench south of downtown. Farm tracts there were subdivided into residential lots after World War II, and the City of Lewiston annexed the Orchards in 1969. That history is why you will see both older orchard-era lots and later houses on the same bench.

The Orchards: who supplies your water

The Lewiston Orchards Irrigation District supplies domestic water and a separate pressurized irrigation system in much of the Orchards. The irrigation water is not drinking water. Check the district's boundary map for the address, and ask the seller for the water account, before you assume the house is on LOID.

A house outside that boundary may be on a different system. Wells, septic, and irrigation is the statewide checklist for the questions that follow.

Normal Hill: the heritage overlay

The Normal Hill Heritage Overlay is a City of Lewiston zoning overlay adopted in 2016. Exterior work that can be seen from the street, new construction, and additions are reviewed by the city's Historic Preservation Commission. Confirm the current map and the current process with the city before you plan a project.

The overlay is about exterior changes. It is not a description of who should buy there. If you are only trying to find the house, the review question can wait until you own it. If you are buying because you want to change the front of the house, ask before you offer.
